PREMA Revolving Loan Fund

PREMA (Panhandle Rural Electric Membership Association) has contributed to economic development and business expansion within its service territory. By establishing a Revolving Loan Fund (RLF), PREMA plans to further enhance the economic climate of the area by helping finance projects that lead to the creation of jobs and long-term employment for rural residents and sustained economic growth in the area.

Main Street Alliance Façade Grant Program

The Façade Improvement Program was developed to provide incentives to downtown business and property owners for making easy, affordable, but noticeable changes to the outside of their buildings. The funds may be used for improvements that comply with the Main Street Guidelines. Types of improvements that the funds may be used for include exterior paint, awnings, signs, and complete façade renovations. (Grant up to $500)

Alliance Economic Development Assistance (LB840)

The funds from the program will be used to encourage and assist existing local and new qualifying businesses in the creation and retention of jobs. The success of the program will be measured by the number of jobs created and retained for the length of the program.

City of Alliance Economic Development Plan

Small Business Assistance – $100 application fee for smaller capital improvements. Potential forgivable loan up to $5000 or 25% of the project, whichever is less. Must remain in business for 3 years for Loan to be forgiven, aka Grant.

Tax Increment Financing (TIF)

Alliance & Hemingford

Tax Increment Financing (TIF) in Nebraska is intended to finance the public costs related to a private development project. TIF provides an avenue to attract private investment in designated redevelopment areas by enabling city governments to dedicate all property tax revenue increases to repay the public investment needed to recruit the development. The City of Alliance has the ability to use TIF to assist a new or expanding business in eligible redevelopment districts. The Village of Hemingford is also eligible for the use of TIF, up to 100% of their corporate limits.

Panhandle Area Development District

(PADD)

​PADD Revolving Loan Fund (RLF) provides for subordinated gap financing, in conjunction with local financial institutions, as well as direct financing in some cases. These loans are perfect for financing fixed assets such as land, buildings, equipment, as well as working capital or inventory.

Center for Rural Affairs

When a bank can’t help with dreams of homeownership or growing a business, the Center for Rural Affairs can. We offer coaching and financing to help people become homeowners and to start or grow sustainable businesses. You can find your nearest loan specialist here.

Call on the Center when you are thinking of starting a small business or if you already operate a small business in Nebraska. We offer four essential services: financing (microloans), business training, one-on-one business counseling, and networking.
With the assistance of our staff, you can create a business plan, research potential markets and marketing ideas, discuss management issues with experienced business specialists, and apply for a small business loan.

Started in 1990, our lending program has provided services to numerous micro/small businesses throughout Nebraska. (A microbusiness is defined as one with 10 or fewer employees.) We’ve placed more than $23 million in loans to strengthen rural communities and are committed to continue this work.

In 2021, the Center started offering home ownership loans for the purchase of home, owner occupied rehabilitation or renovation, or emergency repair to a property. We believe in building sustainable communities and that everyone living in rural America should have the opportunity to live a happy and fulfilling life. We help Nebraskans own stable, safe, and quality housing.
