Position Type: Full-time (40 hours/week, 8:00 a.m.–4:30 p.m., Monday–Friday), in-office

Compensation: $25+ per hour based on experience, non-exempt

Benefits: Up to $500/month in healthcare reimbursement through our QSEHRA benefits program, 120 hours of accrued paid time off (increases to 160 hours after 3 years and 200 hours after 7 years), 8 paid holidays and one personal day, professional development and training opportunities

Position Overview

BBDC seeks a detail-driven, community-centered Housing and Finance Manager to support the development of affordable housing in Box Butte County and contribute to operational excellence. This full-time position reports to the Executive Director.

 

This position leads affordable housing initiatives including administration of BBDC’s Rural Workforce Housing Fund (RWHF), a revolving loan program from the NE Department of Economic Development. Through this program, we aim to disburse $1.1 million in loan funds to build affordable housing in Box Butte County. This position manages 8-10 housing projects

ensuring compliance with grant terms and conditions, local regulations, and state and federal laws. The position also coordinates a housing study and strategic plan through a grant from the Nebraska Affordable Housing Trust Fund (NAHTF).

 

The Housing and Finance Manager also handles accounting including paying bills, submitting grant reimbursement requests, sending and tracking invoices and membership notices, and preparing financial reports. We are looking for someone to support BBDC operations and create a welcoming place for our members, community, government partners, and businesses. The position works closely with the Executive Director to respond to inquiries, loan applications, and community engagement.

 

Key Responsibilities

Affordable Workforce Housing (50% of responsibilities)

  • Collaborate with government partners (Box Butte County, City of Alliance, and Village of Hemingford), local businesses, and community organizations to develop and implement affordable housing initiatives.
  • Maintain profiles and lists of available lots and properties for purchase, development and rental.
  • Coordinate a countywide housing study with consultant and housing steering committee.
  • Develop and implement a community-led action plan to address housing needs as determined by the housing study and regional priorities.
  • Market housing development opportunities and recruit developers to invest in Box Butte County.
  • Manage grant funds including, but not limited to, Rural Workforce Housing Fund and Nebraska Affordable Housing Trust Fund.
  • Ensure compliance of grant funds with local, state, and federal regulations.
  • Follow process to collect and manage application materials from interested parties seeking loans through BBDC’s revolving loan fund.
  • Coordinate with BBDC’s Executive Committee and applicants to review applications.
  • Manage loan recipient projects, up to 10 projects.

 

Finance Management (30% of responsibilities)

  • Keep immaculate records of income and expenses including the use of Quickbooks.
  • Create financial reporting for Executive Director and Finance Committee.
  • Reconcile monthly statements.
  • Send and track invoices for Rural Workforce Housing Fund loan applications, administration fees, interest payments, and loan repayments.
  • Compile documents and submit reimbursement requests for grants.

 

Administrative Support (20% of responsibilities)

  • Respond to inquiries from businesses and entrepreneurs including phone, email and in-person communications.
  • Develop and distribute meeting agendas and minutes; schedule and send meeting invites using Outlook calendar.
  • Maintain organized digital files; contribute to ongoing modernization initiatives.

 

 

Qualifications

  • 2+ years experience with banking, accounting, budgeting, or loan management.
  • Proficiency with Microsoft Office (Excel, Word, Outlook, Teams, etc.).
  • Experience maintaining digital records or working in an office environment.
  • Ability to handle confidential and sensitive information.
  • Experience following workflow processes with precision and accuracy.
  • Preferred experience with affordable housing initiatives.
